The threat from Moscow, Beijing, and the rest of the Axis of Evil has increased. In terms of security policy, dependence on the USA remains a problem. What has changed is the policy of the USA, which is summarized quite well in the new security strategy. In foreign policy, actions are still taken according to the particular interests of individual interest groups, often to the detriment of Europe as a whole.

It is therefore time that we no longer refuse, but face our responsibility.

Some of this was foreseeable. The shift of the USA from the Atlantic to the Pacific coast has been observable since the end of the Second World War. I remember a conversation in Washington. The interlocutor had a map of the USA on the wall, with markings moving from the Atlantic coast toward the Pacific. The last marking at that time was somewhere in the middle. He used it to show how political priorities shift over time. That conversation took place in the last millennium. This development was thus foreseeable for a long time, but was apparently ignored in Europe. Because it was convenient.

What is new in the US security strategy is the quite obvious support for anti-European forces in European countries by the current administration of the number one world power. US Vice President J.D. Vance already expressed this clearly in his speech at the Munich Security Conference. President Trump, with his remark that the EU exists only “to screw us”—or, to put it politely, to harm the USA—made it clear that he thinks nothing of European integration.

To use the term *Zeitenwende*: this is a new turning point. The fact that all of this is happening under the banner of a conservative turn in the USA can only be interpreted as a bad joke.

Ronald Reagan and Pope John Paul II

When we think of a great conservative president in Washington, we likely think of Ronald Reagan, who was not only a proponent and supporter of European integration but also clearly knew that the enemy was not in Brussels or any other European capital, but in Moscow and other capitals of the Axis of Evil.

It was he who contributed to Gorbachev having to remove the Iron Curtain or accept its dismantling. Not he alone; we should not forget John Paul II, that holy Holy Father who, with his phrase “be not afraid” during his visit to what was then still communist-ruled Poland, gave people the courage to stand up for freedom.

This is a message that still applies today—for all of Europe. “Be not afraid.” Let us not refuse, but as Europeans, let us accept the challenges responsibly. For despite all the criticism we can level at many problematic political decisions in Europe, Europe still has the potential to be perceived as a geopolitical actor.

It is the right of the USA to define its interests independently of Europe. Whether what is written in the current and much-discussed security strategy and the alleged, non-public preparatory paper for it really serves the interests of the USA or just an oligarchy in the USA, I do not wish to discuss here. We must concentrate on Europe.

Europe has no right to demand that the USA be responsible for our security. Certainly, for a long time it was also convenient for the USA to view Europeans only as a little brother who would be taken care of. The fact that Germany, for example, suspended compulsory military service under Defense Minister Guttenberg was not just a decision of convenience in Berlin. It was entirely in line with the self-image of the USA as the number one world power.

A representative of a smaller country that joined NATO after the end of the Iron Curtain once told me that the Americans said at the time they wouldn’t need an air force. That part would be handled by the big brother in Washington. The little brother from Europe decided: we need our own air force. Firstly, the decision was wise and correct; secondly, it shows that as a little brother, you can fulfill your responsibility if you only want to.

But back to the US security strategy, which gained high media attention a month ago. Much was read into it, and some of what is actually in the paper does not quite fit with the strange appeasement toward Putin.

Apart from the self-praise of the current president in Washington, the security strategy formulates positions that have long been known. The USA wants to remain the number one world power. And that in all areas. This ranges from military power to the strongest economy to technological leadership. There is nothing to be said against that.

Who is the Number One World Power

Similar desires (apart from world power status) have already been formulated in EU papers such as the Lisbon Strategy or the Green Deal. Europe could learn a lot from the specifications in the US paper. I am thinking specifically of the commitment to defense capability and near-independence in energy matters.

What is new is the rejection of immigration. Unlike Europe, where the massive immigration of the past decade has led to noticeable upheavals, the USA became what it is today through immigration. Equally new is the broadside against free world trade formulated in the paper. This is surprising, as it made both the USA and Europe the leading powers on earth.

There are also some points in the paper that sound contradictory. For instance, there is talk that the USA produces the best products worldwide. On the other hand, the trade deficit is lamented, which in turn causes the criticism of free world trade. Here, US consumers apparently do not agree with the leadership in the White House, because if US products were the best, hardly any American would reach for products from Europe, among others.

This is, by the way, a strength that Europe can use in its partnership with the USA. To do so, however, we would finally have to be ready, after a quarter-century of negotiations, to agree to Mercosur, the trade agreement with several South American countries!

Ladies and Gentlemen,

I have now deliberately spoken of partnership. For it is mentioned several times in the US strategy paper, including the partnership with Europe, and quite precisely in connection with the preservation of freedom and security as part of Western identity.

However, especially on the question of identity, some serious misunderstandings arise, partly based on different interpretations, but partly revealing a clear rejection of European integration—as mentioned above.

In the strategy paper, the nation-state is glorified. This may be explainable from US history and thus the self-understanding of the USA, but it does not quite fit the European understanding. When people in the USA speak of “nation building,” it expresses that the state forms the nation. Whoever immigrates to the USA—at least according to the previous understanding—becomes part of the American nation.

Although much of this interpretation was adopted in Europe, it still does not really fit the idea of nation-states in Europe, which resemble a large tribal community more than a nation of many immigrants like the USA.

The Nation-State and Its Failures

Europe knew supranational empires and communities of states; the USA is something like a supranational state, even if interpreted differently, especially through the principle of the melting pot of nations—the merging of many nations into a new nation. Europe, however, knows the differences, which do not necessarily have to mean enmity. The idea of the European nation-state stems from a nationalist idea that rejects a supranational order.

This then culminates in the US strategy paper in the support of so-called patriotic forces. This is the point where we think back to the speech by US Vice President J.D. Vance at the Munich Security Conference, and in connection with that, we must set some terms straight in their meanings.

For, Ladies and Gentlemen, there is at least a confusion of terms here, if not a deliberate distortion of meanings in the Orwellian sense.

We know the alliance of parties into a group in the European Parliament under the name “Patriots for Europe.” The name already contains two untruths. These are not patriots, but in some cases brutal nationalists. And they are certainly not for Europe. The concept of these parties is based on a de facto reversal of European integration to a pure cooperation of governments, without community institutions.

Double High Treason by the False Patriots

Furthermore, most of the parties united in this group are connected in some way with Putin, who clearly aims for dominance over Europe. They are Moscow’s new fifth column (the old one from the communist era still exists), and thus commit double high treason: against their own country and against Europe.

A second distortion of terms is evident in these so-called Patriots for Europe in the misuse of the term Central Europe. Let us remember, it was parties from Hungary, the Czech Republic, and Austria that founded this group, also with a claim to represent the Central European idea against Brussels.

Central Europe, this idea of the supranational empire that we know from history, has absolutely nothing to do with these nationalists. It was their ideology that destroyed Central Europe.

And we must clarify a third term here, because it is often introduced by this nationalist, anti-European group in their opposition to the European Union: the term subsidiarity. That is, the principle that the larger unit may not regulate what can be satisfactorily regulated at the level of the smaller unit.

Whereby this term of subsidiarity goes much deeper than just a regulatory principle, and of course also deeper than just between the European Union and the member states. But let us take a quote from the encyclical “Quadragesimo anno,” in which Pope Pius XI formulates a very clear definition.

But before I get to that, allow me, Ladies and Gentlemen, one more remark on the US security strategy. Specifically on the secret draft that allegedly doesn’t exist at all, but which has caused even more of a stir than the version that was then published.

It mentions several countries that they allegedly want to detach from the European Union in order to bring down the EU. One of the countries is Austria. That may surprise some, because Austria doesn’t really stand out in Brussels.

But, and now I will act as if this secret paper were real, if Austria is really in there, then the authors of the strategy know Austria better than many in Austria do. The modern idea of European integration is, in fact, an Austrian idea. It was developed in Vienna by Richard Coudenhove-Kalergi, who published his article “Paneuropa. A Proposal” in 1922 and who then in 1926, 100 years ago, organized the first great Paneuropean Congress in Vienna.

Modern Idea of Europe Comes from Austria

Whoever wants to destroy an idea must destroy its core. Wanting to detach Austria from the EU would therefore be logical. The partners in the false patriots would also already be defined, but anyone who looked at the polls in December will see that there is little chance here.

However, this fact must be utilized by all Europeans! Europe clearly has something to offer for the majority of Europeans. This is a clear commitment, but one that must not be misused as a resting pillow; rather, it represents a strong foundation for a strong, independent, politically capable Europe.

Now back to subsidiarity and its definition by Pope Pius XI in his encyclical “Quadragesimo anno,” in which he describes the “social-philosophical principle” (subsidiarity), which is “not to be shaken or interpreted away,” as follows: “Just as it is gravely wrong to take from individuals what they can accomplish by their own initiative and industry and give it to the community, so also it is an injustice and at the same time a grave evil and disturbance of right order to assign to a greater and higher association what lesser and subordinate organizations can do. For every social activity ought of its very nature to furnish help to the members of the body social, and never destroy and absorb them.”

Pius XI argues that by observing this principle, the respective units of society function much better than if the state power interferes in all areas: “The more perfectly a graduated order is kept among the various associations, in observance of the principle of ‘subsidiary function,’ the stronger social authority and effectiveness will be the happier and more prosperous the condition of the State.”

Subsidiarity is thus a counter-thesis to the all-regulating state that claims sovereignty alone, as the nation-state does. Subsidiarity is anchored in the European Treaties, albeit only technically. But what prevents us from demanding the concrete content of subsidiarity?

For subsidiarity is, in the definition of the Holy Father—and I still consider this definition to be the best—firstly a decisive plea for a lean state and secondly a plea for the rule of law. Today we like to talk about the rule of law, about the liberal rule of law, but we only mean the technical definition of the obligation to comply with laws, without considering the true content of the liberal rule of law.

That content is: “The rule of law protects right and freedom!” The rule of law does not enforce private ideas of happiness or welfare for everyone through coercion. The rule of law thus entirely accepts diversity and different personal ideas for living together, as long as the right and freedom of others are not endangered.

The Rule of Law Protects Right and Freedom

The rule of law does not declare a certain ideology as the only valid one. Which is also logical in a democratic community, as it is about a competition of principles and tenets. The rule of law only rejects those ideologies that follow authoritarian to totalitarian concepts or represent the interests of states that are governed in an authoritarian to totalitarian manner.

A small example that makes clear what I mean here. Recently, “Arte” published a documentary about US plans to destroy Europe. The destruction of Europe is seen here primarily through the so-called right or extreme right; the old communist networks are not mentioned. That could be passed off as an inaccuracy; I have already explained what the false patriots in combination with forces from the USA are pursuing as policy.

Foreign Minister Beate Meinl-Reisinger gave a keynote speech on European policy as part of the matinee “Speech on the Future of Europe.”

But then it says: The focus—of this extreme right—is, among other things, on the nation, or the “family with man, woman, and child, as a natural unit and foundation of society. Classics of the extreme right.” “Arte” is financed by public funds, primarily from Germany and France.

According to this definition, there are probably many right-wing extremists sitting here who, like me, have a positive image of the family. And one then wonders that exactly these false patriots, whom one wants to fight, get an influx of disappointed people who still have a faith and value the family.

In reality, this drives the polarization of society. Exactly that polarization from which European society suffers in many areas, because ideological one-sidedness is virtually state-mandated. This has nothing to do with the rule of law, nor with democracy; it is clearly a misuse of public funds and of the status as a public service broadcaster.

Ladies and Gentlemen!

We all know that many political mistakes have already been made in the European Union and are still being made. We must also name these mistakes again and again. And those who have made and are still making these mistakes have no right to then push us into the corner of the false patriots who, unfortunately, sit in the government in some EU countries.

Where, please, is there more commitment to Europe, more commitment to the supranational order, more commitment to freedom and the rule of law than in all the organizations that invited you to today’s event?!

I previously rejected the practice of the all-regulating welfare state because I demand responsibility from both free citizens and politicians. Therefore, one more side note on the political mistakes we are confronted with, before I return to foreign and security policy and thus to the idea of a geopolitically capable Europe.

When the same politicians who once pushed through the Green Deal and the Supply Chain Act with the same vehemence now backtrack because they are being caught up by reality, then it is obvious that we have a personnel problem in politics. Where is the responsibility of the politicians there? According to what criteria are laws passed as having no alternative, only to have to repair them again even before they come into force?

The state cannot regulate everything and should not regulate everything. The state has to set framework conditions in the sense of regulatory policy, whereby it creates legal certainty and not bureaucratization, and it has to ensure internal and external security. That is what we pay taxes and duties for.

The greater the external threats, the more sensible is cooperation in a community of values, such as the EU represents with its community institutions.

The currently greatest threat to Europe has been Moscow’s war of annihilation against Ukraine for years now. A war aimed at the destruction of a state and a people, which simultaneously works toward the division of Europe in order to be able to dominate it more easily. I have already emphasized that Moscow’s fifth column, from the false patriots to the old communists, is committing high treason here.

The Moscow Colonial Empire

In dealing with the so-called Russian Federation, we must observe some principles that help to conduct a serious policy toward Moscow:

Russia was created through conquest and is held together by terror.

This Moscow Colonial Empire—this designation fits better than Russia—knows only two states: war or preparation for war.

It is expansionist in orientation. As soon as a people is conquered and subjugated, it is used to be burned up in the next war of expansion.

The lie is an expression of the power of the Moscow ruler. Even if it is clear to him that everyone else knows he is lying, he is allowed to lie because he possesses the power to do so.

Once these principles have been taken to heart, it should no longer be difficult—provided one is committed to European values—firstly to find a strategy for dealing with Moscow and secondly to finally clearly define what the goal of supporting Ukraine is.

Ladies and Gentlemen, let me formulate these goals concretely:

Restoration of the territorial integrity and sovereignty of Ukraine,

Reparations by Moscow,

and regime change in Moscow.

The case of Putin must be handled before an international war crimes tribunal.

But it is not only the Moscow Colonial Empire that directly attacks the rule of law at the international level, i.e., the rules-based order. China makes no secret of the fact that it can do nothing with human rights. Its aggressive foreign policy, in combination with an economic policy aimed at dependence and the background of communist ideology, is a massive threat to the free world. Communism has unfortunately not disappeared; let us not forget that!

Beijing says quite clearly that it wants to incorporate Taiwan. By military force if necessary.

If we, the Western world, do not prove in our dealings with Russia that we defend the rules-based order—so as not to fall into a worldwide anarchy in which the aforementioned Axis of Evil then thinks it can take what it desires by force—then China will dare the military attack on Taiwan.

In other words: if we are not prepared to defend the rules-based order in Ukraine, then the danger of war increases exponentially worldwide.

A disunited Europe will not be able to master these challenges. This is also shown by the attempts of US President Trump to make a deal with the tyrant of Moscow, Putin, over the heads of the Ukrainians and Europeans, from which perhaps the oligarch environment of the two gentlemen mentioned will benefit, but which cannot bring peace.

Peace Must Also Be Just

This brings me back to a demand that I have repeatedly made in my speeches and that I will continue to make:

Europe, the European Union, needs a real European foreign and security policy.

European foreign policy means not only coordination of the foreign policy of 27 member countries—and I hope there will be more—by the High Representative for the Common Foreign and Security Policy, but an EU Foreign Ministry with a Foreign Minister at the head.

For this, we need a core of a European constitution in which exactly this foreign policy competence for the European Union is enshrined. A point, by the way, that would meet all the requirements of subsidiarity. Just as every foreign minister is now subject to the parliamentary control of his country, an EU foreign minister would be subject to the parliamentary control of the European Parliament directly elected by the citizens of the EU.

Europe Needs a Real European Foreign and Security Policy

This is exactly about that question of sovereignty of which many national egoists so like to speak. For sovereignty, Ladies and Gentlemen, means in this specific case the ability to act and to shape. A European foreign policy would bring a clear added value in terms of potential compared to a pure nation-state policy.

Together we can develop strategies on how to deal with the changes in geopolitics and also in geoeconomics. What does global warming mean, for example, for worldwide trade routes? I am referring to the Northeast Passage, which becomes possible when the Arctic Ocean melts.

But I am also thinking of a European strategy toward a possible decolonization of the Moscow Colonial Empire. In some countries, there are already programs in which politicians from various oppressed peoples of this colonial empire are being prepared to manage such a scenario with as little bloodshed as possible.

I haven’t even spoken about expanding our relations with the states of Latin America. Or about a concrete Africa strategy. Russia, China, and also the USA exert massive influence on these regions in some cases. Usually not to the advantage of these regions, but usually to the disadvantage of Europe.

Ladies and Gentlemen, dear friends,

as people interested in politics, we have all observed the developments of the past few days. By this, I mean not only the renewed protests against the regime in Tehran, which show that the will to freedom can only ever be suppressed for a limited time. Of course, Iranians also deserve freedom, democracy, human rights, and the rule of law. They are also standing up for them.

Just so that no one misunderstands my remarks on the fall of the Venezuelan dictator Maduro: I shed no tears for this communist oppressor. But we must ask ourselves what the manner of his fall and his arrest by the USA means. The already cited National Security Strategy of the USA emphasizes the Monroe Doctrine. “America for the Americans.”

Are the USA under Donald Trump actually saying goodbye to the rules-based order? Are we back to the so-called right of the stronger? Are entire regions thus defined as part of the sphere of influence of a hegemon, in which this very hegemon alone decides? If it is so easy to switch off anti-aircraft systems delivered from Moscow, why not give Ukraine the means to do it? Do spheres of influence mean that Putin and Trump can now also so easily make a deal over Ukraine? What does it mean when the wife of Donald Trump’s deputy chief of staff already posts a map of Greenland in the colors of the Star Spangled Banner? What does it mean when the USA only a few weeks ago lifted sanctions against the dictatorial regime of Lukashenko in Belarus?

I have no crystal ball from which I can now predict the future for you. — And I am also not a determinist who thinks that everything is already predetermined anyway. — But what I dare to say with certainty is: All of this will affect us Europeans!

That is exactly why we as Europeans must ask ourselves whether we want to remain in a self-complacent convenience—and thus become the plaything of non-European powers—or whether we want to become an independent actor on the stage of world politics.

We still have the possibility, we still have a window of opportunity to be an independent actor.
